Phnom Penh, May 31 (UPI). Cambodia Chief of State Cheng Heng reaffirmed Cambodian's neutrality today in a speech before the opening session of the country's national assembly. Cheng Heng said Cambodia would not join any military block and would establish relations with any nation willing to respect independence in domestic and foreign affairs.The Chief of State said Cambodia was willing to negotiate with the Vietcong and north Vietnamese only after they withdraw their troops from Khmer Serie.
