With reference to Paragraph 7 of our telegram 420, we attach the full text of the clarification issued on 06 March by the Cambodian foreign Minister, Mr Koun Wick, of a Rueter's report dated 28 February that he had suggested American and allied forces in Indochina should invade Cambodia. Mr Koun Wick pointed out that unless mad a foreign minister would not suggest that his country be invaded, even to defend it. He had, however, said that a press conference in Canberra on 26 February that so long as the war was not carried to North Vietnam, negotiation for peace could never end and that seeing the North Vietnamese had invaded Loas, South Vietnam and Cambodia why could not the South Vietnamese, for example, go into north Vietnam.
