Phnom Penh, January 21 (UPI) The Cambodian government offered to exchange 17 North Vietnamese prisoners for 17 foreign journalists who disappeared while covering the war. Keuky Lim Minister for information, said the exchange could take place January 27, the Tet Lunar new year he said international red cross representatives in Phnom Penh have already been notified and the choice of location could be worked out by them.
