Summary / Abstract :

We are concerned with the evidence of a lack of drive on the part of the new regime and the apparent deterioration in the military situation may reflect this. We are wondering how far the question of effective leadership is a major factor in the situation. Neither general "Big Minh nor General Don appear to possess the qualities of political command and determination called for and Dinh has obvious shortcomings.
