On August 17 Peking announced that it had signed a military aid agreement with Sihanouk's "government" and that it had already granted a loan to FUNK in May. The announcement seemed designed to help bolster RGNU's legitimacy as a government and demonstrate China's support for FUNK as a separate entity independent of North Vietnam.
