The new Cambodian leader ended a five day blackout on broadcasts from Pnom Penh today to say the Khmer Rouge regime would follow a 'Neutral and non-aligned' policy. Mr Khieu Samphan the deputy minister spoke for 15 minutes on Phnom Penh Radio as the station resumed broadcasting for the first time since Thursday.
