Summary / Abstract :

Prince Sihanouk retains virtually exclusive control over Cambodian Foreign Policy. Its dominant factor is Sihanouk's continuing belief that the communists will ultimately prevail in Vietnam. This has caused him to order Cambodia's external relation ships in such a way as to minimize the prospect that Vietnamese expansionism at Cambodia's expense will revive when the communists to assume control in South Vietnam.
