In a brief conversation with goldsmith assistant (between section head an as) south east decision FCO-on 02 July, we were informed that British decision to the Cambodian to the Cambodian Government stemmed from an excharn in the house of lords on 18 May, when lord goronwy roberts, minister of state FCO in reply to a question about lack of comment on repression in Cambodia said, if there has indeed been a silence I am glad to break it now, and to condem in no unmeasured term any atrocities wherever they happen and from wherever they originate whether it is Cambodia or any other country. That is the government's policy and attitude.
