Following emerged in conversation with franch ambassador Ross on 3rd April at which United Kingdom ambassador and US embassy official were also present:
a) Ross had not yet received any instructions or guidance from Paris concerning the 1st April statement on Indochina. The statement had come as a surprise to him and he though it must have been prepared at a high level. |
