Thank you for your memorandum no.427 of September 20, 1976. With regard to your point about the GDR not believing horror stories about a "fraternal" country, it may be worth mentioning that the Yugoslavs regard Cambodia as fraternal only in so far as the latter is a member of the non-aligned group: the Yugoslavs do not regard Cambodia as a communist country.
