In report in Reftel, the UDF delegation (O.PA 70925) painted a black picture of condition in Kampuchea. their observations appear to have been limited to area around Phnom Penh but their reaction was one of harsh criticism of what they found . They that agricultural production was being stolen from farmers and international aid was not finding its way to the Cambodian people but was being diverted to the Vietnamese. They also said there had been new arrests ad that generally the population was hostile to the Vietnamese the delegation say they will evidence in support of their claims shortly.
