We discussed development's in FRG/Vietnamese- Cambodia relations with Hey Mer (foreign ministry on 25 March;
Vietnam: Hey mer bagan by discussing Vietnamese visitor's to the FRG during 1977. We had been told earlier in the year that a visit by Nguyen co Thach (Vietnamese vice foreign minister) was likely towards the end of February (our memorandum No 1380 of 28 December 1976 refers). The visit had not taken place, although Nguyen cothach had visit other European countries including france and Italy.
