FRG foreign ministry told us on 19 August that no note on the possible establishment of diplomatic relations has as yet been received from the Cambodian government. Heimer (indo-china desk) pointed out that the FRG was '''Basically agreeable) to the establishment of relations but that, since Cambodia broke off relations in 1969, It was the take of the Cambodians to make the first move. there would be no initiative from the German side.
