Keil (deputy branch head, south and south-east Asia branch . MFA) told us 30 April FRG was in '' somewhat different position'' to other EC countries with regard to recognition.Cambodian had broken off diplomatic relations with FRG in 1969, and FRG expected any move stowards, re establishment of these relation to come from Cambodian side-Kieil also added FRG practice generally was to recognise states, not government and that FRG had always recognised existence of Cambodia state.
