The New York Times of 11 September carried an article by Terence Smith on the 56-pages report SEATO secretary general Jesus M. Vargas submitted on the 14 anniversary of the organization. In the report, general Vargas discussed the '' Growth of uprisings and communist terrorism in five countries of the treaty zone,'' one of which was Cambodia.
