It will be appreciated that if any formal assurance were given by the United Kingdom to the Cambodian on the lines mentioned the Thai reaction would be that was another breach of good faith by the United Kingdom. It would in particular pre-jude the Thai proposed for such planing (which is in abeyance at present but which they might revive if provoked).
