My cable 3726 and my savingram 552.
Following is second report from Macdonald: Begins: 1) Prince Sihanouk's and his government's fear of Vietnam and Thailand are geniune, deep seated and in my opinion) the root of present trouble. In this situation I believe he is reluctant to get Chinese or Russian help in the form either of military aid of treaty guarantee of Cambodia's frontiers's and that he will not resort to either of these if he can be satisfied in other ways in the reasonably near future. On the other hand if he is not satisfied, I think there is a distinct danger that the will fall to the temptation of accepting some communist military aid and a Chinese guarantee of his frontiers when he goes to Peking later this year. |
