When I thanked Boon, Acting minister for foreign affairs to day for Thai Government approval of transit of Wagon's he said that the Thai government had itself been gratified by the Cambodian request which it tool to indicate a measure of goodwill. He was now optimistic that talks in New York which were expected to begin when Thanat has were on September 24th would be successful. The Thai would certainly do their best to make them so, There was of course a lot of ground to be cleared and after an opening general discussion there would be reference back to Phnom Penh and Bangkok. Detailed negotiations would them be undertaken.
