Askew (Cambodian Affairs) reiterated on 24th that like Australia (your saving 142) the United States had feared the Thai proposal for talks in the presence of a United Nations, ambassador Johnson had expressed this fear to Thanat, the latter had become very emotional and said that if Sihanouk would not accept this, something much worse would happen. Subsequently Johnson was instructed to tell Thanad that while the state department had reservations regarding the Thai proposal. the matter was one for the Thais to decide themselves, United States ambassador thrimple in Phnom Penh and been instructed to present the Thai proposal in as favourable a light as possible if there were Cambodian objections. Much to state department's surprise, Cambodians had accepted the Thai proposal without demur.
