As indicated ub our 118 we do not feel that any useful purpose would be served by appealing to reason in Phnom Penh at present. We do feel however that it is incumbent upon us to make some positive response to the Cambodian not of 20th June and to try thereby to create an atmosphere which may help. You should seek only early opportunity to see Sihanouk or failing him pro proeung with view to making following points specifically in relation to the Cambodian.
