Summary / Abstract :

We agree Hammarskjold's efforts would best be directed towards improving Cambodian - Vietnamese relations also and that initiative should appear to come mainly from Hammarskjold. While er recognize importance of enlarging UN connection with Laos we are not clear what purpose would be served by involving Laotians in contemplated efforts by Hammarskjold to improve Cambodia's relation with Thailand and Vietnam.
