Summary / Abstract :
|
Initially, ASEAN offered large economic aid to Vietnam, Laos, and Cambodia on condition that the Vietnamese Army withdrew from Cambodia. In the next submitted to the UN, ASEAN went even further and suggested a security pact covering all of Southeast Asia, and especially including Vietnam and Cambodia from which Vietnamese troops had been withdrawn.
