On March 7, Wilfred Bur Chett told the department of plans to move most of Sihanouk's Government-in-exile back to Cambodia (See record of conversation with Henderson on March 7). Bur Chett also said in confidence that Sihanouk had told him on January 31, that he would visit the "Liberated Zone" of Cambodia before May.
