Summary / Abstract :

On 17 October Rives (director Laos/Cambodia) said that state department was still uncertain of USSR position on Cambodia. USSR charged affaires in Phnom Penh had informed Cambodian foreign ministry that USSR embassy officers and their families were being withdrawn from Phnom Penh ''Temporarily'' because of the prevalling political and military situation but that embassy would be leaving three officers to act as'' Ceratakers'' of embassy property.
