The confession of Yim Dam, train worker, implicated Norng Moeun, train worker in Phnom Penh. Moeun was a traitor of Toek Seng Eng's network CIA. In August 1974, Norng Moeun advised Tep Try to keep trace of Kriel Oeun, who prompted train workers to against the government. In February 1975, Moeun advised him to build up CIA forces. After April 17, 1975, Dam was indoctrinated Moeun to build anti-revolutionary forces and convinced workers and people to against the revolution.
ចម្លើយសារភាពរបស់ យឹម ដាំ កម្មកររទេះភ្លើង បានឆ្លើយពី នង មឿន កម្មកររទេះភ្លើងភ្នំពេញថាៈ ជាខ្សែក្បត់របស់ តឹក សេងអេង «សេអ៊ីអា»។ ខែ៨-១៩៧៤ នង មឿន បានណែនាំឱ្យ ទេព ទ្រី តាមដានកម្មករឈ្មោះ គ្រៀល អឿន ដែលឧស្សាហ៍បំផុសកម្មករ រទេះភ្លើងឱ្យប្រឆាំងរដ្ឋាភិបាល។ ខែ២-១៩៧៥ មឿន បានណែនាំ ឱ្យខ្លួនខំកសាងកម្លាំងសេអ៊ីអា។ ក្រោយថ្ងៃ១៧-៤-១៩៧៥ យឹម ដាំ បានទទួលការណែនាំមឿន ឱ្យខំកសាងកម្លាំងប្រឆាំងបដិវត ្ដនិងឱ្យបំផុសកម្មករ ប្រជាជនឱ្យប្រឆាំងបដិវត្ដ។
