Tiv confessed that Ieng Sary was Seung Ngoc Minh's network. Ieng Sary went to visit Malaysia, and he disappeared while he came back from Malaysia. An said that The U.S.A. wish to visit Cambodia in 1978. Since the Tiv had heard the explosion, he threatened his partisans with report to the Angkar in order to distance himself from the accusing if his networks caused to break information.
