In discussion on 16 July Khmer Foreign Minister Long Boret Emhpasised to Laurie that Foreign and specifically DRV troops should be withdrawn before substantive negotiation on political questions could be entered into. He did not Rule out talks about a ceasefire while north Vietnamese troops remain in the country.
