Chinese clearly want settlements through out Indochina as quickly as decently possible and may be genuinely anxious that such a prospect does not become Hung up on Sihanouk's refusal even to consider negotiation. For their part Chinese have shown them selves prepared top consider a compromise -according to Indian charge Kissinger proposed to Chou En-Lai during his last visit to Peking that Sihanouk return to Phnom Penh as provision head of government of Natl reconciliation.
