Our memorandum 167. Chinese counsellor (Chiu Li Hsing) told us April 26 that Khieu Samphan and party had left Peking for visits to Albania, Romania, Yugoslavia and several countries in Africa. He professed not to know who was in charge of RGUNK operations in Cambodia, referring Vaguely to those remaining ministers sent south by Sihanouk.
