The first paragraph of this telegram is barely worthy of comment. The Thais are right to be concerned about Soviet ambitions in Cambodia. However I think it now wrong to talk about a Pro-Soviet section of the Khmer Rouge rather, I think we should look at it as there being a strong Pro-Soviet viewpoint within the insurgent leadership, and this could be sufficient influence to give the Russians the change to ultimately establish a base at Kampong Som.
