The state department believes that Sihanouk had got himself in to such an Awkards position through his various recent statement attacking the United States, Thais , Vietnamese, SEATO. etc.. and through the present state or relation with Vietnam and Thailand that he decided to resign in order to allow the situation to straighten itself out.
