The GKR had been able to score some valuable propaganda points through GRUNK's location in Peking and this might have prompted the decision to transfer the "Government" to Cambodia. Sihanouk was the only card the Chinese had to play in negotiations on Cambodia and they retained this while he remained in Peking.
