The same reports say that he has cancelled plans to visit the liberated zone in Cambodia in 1974, and will not go ahead with unspecified scheduled foreign tours. AFP reports from Peking on 12 November that Sihanouk stated that since he was "A head of state that does not govern" GRUNK did not need his presence in Cambodia.
