Summary / Abstract :

The third secretary of the Cambodian legation tells me that the purpose of his minister's call on 23rd October will be to hand you a letter informing you of the Cambodia government's decision to take the Preah Vihear issue to the international court, and of the developments which led up to that decision. The Cambodian are taking similar action in other ''Friendly'' countries. Mr Quinn has been informed.
