Summary / Abstract :

I attach copy a confidential note circulated to foreign missions here yesterday the note refers to the alleged concentration in neighbouring countries of rebel Cambodian elements, charges that these elements are preparing actual sorties into Cambodia and adds that the government of the countries permitting this have been warned any such eventuality will be regarded as an act aggression by those governments themselves. They note leaves us to draw our own conclusion.
