The State Department's worries about Sihanouk's have been intensified by his latest speeches at Kampot and over Phnom Penh radio. Sihanouk has in effect accused the US of instigating hostile Vietnamese and Thai measures against Cambodia in order to force Cambodia to abandon the policy of neutralism and to join SEATO.
