On the February 2, I had a general conversation with Mau, the Foreign Secretary, whose comments are reported below. Mau said that a representative of the President was in contact with Tran Van Soai (Hoa No) who was showing signs of wanting to "Rally". According to Mau, Soai was not finding life in the marquis very comfortable.
