Johnston and I were received by Sihanouk on 15 October. I had on the 13 October raised the Cuestion of First New Guines with Sihanouk's adviser on Foreign Affairs and with the senior Privy-Councillor and left with the former an aide memoir setting out your reviews and in substance asking Cambodia to adopt a neutral attitude on this Cuestion since it was not a colonial issue.
