According to Phnom Penh's telegram no. 444, Mr. Casey had asked the Cambodian Premier, Sim Var, whether he would be prepared to try mediation to improve Cambodian - Vietnamese relations and if Canada would be an acceptable third party. The both these questions, Sim Var replied in the affirmative.
