On 17th October I called on President Diem at his reguest, After formalities Diem enquired about my impression on the situation in Cambodi and raised the question of Vietnam representation. I read to Diem paragraph 3 of my telegram 122 and gave him other general background. I said we hope he would at least be also to also to discuss matters of common interest with Cambodia at ministerial level.
