At the time when Cambodia is denouncing the infiltration of Red Vietnamese elements into its territory and when its forces are fighting against the Khmer Rouge of the mountains behind whom are these same elements (Red Vietnamese) one might be surprised to see today the status of the NLF SV representation in Phnom Penh raised to embassy level.
