Late last week we discussed North Vietnamese intentions with steersman, special adviser on North Vietnamese Affairs, INR/State. We opened the discussion by commending steersman for having been proved correct in his earlier assessment of the relative importance of le Daun and Troung Chinh in the North Vietnamese leadership.
