Phnom Penh's memorandum 573 (date of which we do not know) confirm the unhopeful expectation of the Thai delegation in New York before the formal meeting with the Cambodian delegation on 5th November as advised in our UN 1363 of the 14th November, however, a considered area of agreement was in fact reached at that meeting.
