Summary / Abstract :
|
Support by the US of the Cambodian proposal would multipy American problems with the Vietnamese. The Cambodians would also exploit the situation in UN debates. A commission of this kind would cut across the responsibilities of the ICC it would also involve the Hanoi regime while the presence of UN observers to monitor border ciossings would imply border recognition.
