Cambodian was making preliminary sounding with the secretary general of the UN, with a view to a formal request that the UN send an international group of observers to patrol Cambodia's frontier with Vietnam, Any objection that the republic of Vietnam was not a member of the UN would be countered by emphasising that such observers would operate on Cambodia territory only.
