Rogers (US Embassy) said October 31, that contrary to his previous advice about order for the convoy to be release being on their way to Vung Tau, he had found that morning that the Vietnamese Navy had so far simply recommended to the joint general staff that the convoy be release on November 2, (I.E. after the national day holiday on November 1).
