Summary / Abstract :
|
It would be difficult for the western powers concerned to agree on a line on the Untied States French plan to send United States military advisers into Laos as civilian personnel under French military supervision. The French took the view that the western powers concerned would have to maintain that United States personnel were civilians, and that public acceptance of their military character would be an admission of an infringement of the Geneva Agreements.
