On July 26, Bentley (Assistant Manager, Shell) called on the Ambassador to ask if we had received a report about a recent approach by the ESSO representatives in Phnom Penh to our Embassy there as the representatives of US interests in Cambodia. Bentley said the approach took place about the middle of July.
