Herz, who had with him perry, his desk officer for Cambodia, told us today that the state department had conduced an "Audit'' of US relations with Cambodia and were concerned at their present unsatisfactory state. As a result , the state department felt itself both at a serious disadvantage visa.. vis the pentagon and also constrained from attempting any new initiatives to improve US-Cambodia .
