Thailand did not want Singapore to participant in proposal conference and sompong doubted whether Singapore, which was trying hard to be a neutral, would wish to do so. Thailand had learned from a very reliable source that most of the drugs and medical supplies reaching the Vietcong were sent from Singapore via the Bank of China and Sihanoukville.
